10. 13. In the event of any question arising with the Contractor on any part of these Arbitration conditions and specifications, or as to the intent and meaning of any part of the contract drawings, or as to the intent and meaning of the schedule of prices, their application to the payments to the Contractor, or as to the mode of measuring the work or the execution and completion of the same, or as to the conditions of the contract or as to any other question of difference whatsoever, such question or matter of difference shall be settled by the Surveyor General, whose award or decision shall be final and conclusive.

14. The whole of the foregoing works to be completed on or before the expiration of Time of months from the date of contract, at which time they must be given up to the Government complete in every respect according to the drawings and specification, and to the full and entire satisfaction of the Surveyor General, or the Contractor to pay to the Government a penalty of 5 dollars for every day for which the completion is delayed beyond that period.
15. The works will be measured monthly and payments made to the Contractor on the Payments. certificates of the Surveyor General to the extent of 90 per cent. of the value of the work so certified, as ascertained by an Officer appointed by the Surveyor General.
16. On the production of the final certificate of the said Surveyor General stating that months after the the works are completed to his satisfaction at a period of disc completion of the works, the Contractor will be paid the balance of 0 per cent. retained in the hands of the Government.
17. The Contractor must, if called upon, find two satisfactory sureties jointly and singly Sureties. responsible to the extent of twenty-five per cent. on the total amount of the contract.
18. Tenders together with detailed bills of quantities with prices attached thereto at Tenders. which the aggregate amount of the tender has been computed to be sent in, in accordance with forms furnished to the Contractor.
